California Issues Cell Phone Use Guidelines

However, concerns have emerged over the potential health risks associated with the radio-frequency (RF) energy emitted by mobile phones, particularly for young people. Recently, California's Department of Public Health stepped in with some important recommendations.

California’s Health Advisory on Cell Phones

The California Department of Public Health (CDPH) has issued a new advisory urging both children and adults to take precautionary measures when using cell phones. According to Dr. Karen Smith, Director of CDPH, “Simple steps, such as not keeping your phone in your pocket and moving it away from your bed at night, can help reduce exposure for both children and adults.”

One of the main concerns is the growing number of cell phone users. The vast majority of Americans – 97% – now own a cellphone of some kind. 95% of teens ages 13-17 in the U.S. report having access to a smartphone, an increase of 22 percentage points from a decade ago. This significant increase in mobile phone use, coupled with reports of brain tumors in high-profile cases, has sparked anxiety.

Children are particularly vulnerable, as they begin using cell phones at an early age and often sleep with their phones nearby. Their smaller brains and longer lifetime exposure to RF energy make them a higher-risk group.

What the Studies Say

 A significant study published in the Journal of Epidemiology (Divan et al., 2008) found that children exposed to mobile phone radiation in utero were more likely to exhibit behavioral problems by age seven.

A 2014 review of studies on children's cellphone use concluded that younger children are at a greater risk of developing brain cancer and tumors, with additional studies linking cellphone use to increased risks of breast cancer, salivary gland tumors, and sperm damage in both adolescents and adults.

Another study suggests that individuals who begin using cell phones (and cordless landline phones) before the age of 20 are at a significantly higher risk of developing brain tumors compared to those who start using these devices later in life.

In 2009, Moskowitz co-authored a study that found heavy cellphone use was linked to an increased incidence of brain cancer. A more recent review in 2020 published in the International Journal of Environmental Research and Public Health corroborated these findings, indicating a significant risk associated with long-term cellphone use.

The key finding from the recent review is that using a cellphone for around 1,000 hours over a lifetime—equivalent to about 17 minutes a day for 10 years—has been linked to a 60% higher risk of developing brain cancer.

Another recent study reported a notable rise in depression and anxiety among employees working in the copper electrolysis unit who were exposed to static magnetic fields.

California’s Recommendations for Reducing Exposure

 To err on the side of caution, California health officials have provided several recommendations for reducing exposure to RF energy:

  • Keep the phone away from your body by using a bag or briefcase instead of a pocket or bra.
  • Use wireless (Bluetooth) or wired headsets to limit direct exposure to RF energy.
  • Text rather than call, when possible.
  • Avoid using your phone in areas with a weak signal, as the device emits higher RF energy when trying to connect to a tower.
  • Limit cell phone use for large files such as audio or video streaming, or keep the device away from your body while streaming.
  • At night, place your phone at a distance from your bed or set it to airplane mode.
  • Remove headsets when not in use to prevent constant, low-level RF emissions.
  • Be cautious with products claiming to block RF energy, as they may inadvertently increase exposure.
